III. Comments -Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On ~1ay 27, 1992 the Division conducted a complete inspection at the Kerr Coal <br />Co. Marr Strip Mine. At Lhe time of the inspection the weather was overcast <br />and drizzling. It has been raining on and off for the past 24 hours. Total <br />rainfall amounts were slight and did not contribute to appreciable runoff. <br />However, it was enough to make the roads muddy and almost impassible. The <br />mine was closed today- because of the rain and mud. The rain also paral>•zed <br />reclamation operations. <br />Charlie Fliniau at~d George Patton were contacted during the inspection. <br />The ponds were not noted to be discharging. The drizzle that has been falling <br />was soaking in and nut running off. It had been dry here up until yesterday. <br />Records were checked and all required inforamtion was on file. The certificate <br />of insurance will expire October 1, 1992. <br />For the Office of Surface Mining, Applicant Violator System (AVS), the <br />Following information was noted aC the mine entrance: <br />Herr Coal Company <br />Box 487, Halden, Colorado ti0480 <br />Phone 723-4721 <br />ID ~o. 0502674 <br />State Permit C-006-8U <br />IvYDES Permit 0030724 <br />Emissions Permit C-13080 <br />In the mine office, Charlie 1'liniau confirmed that the mine was the hcrr Coul <br />Company, Dlarr Strip :~1ine. Also the MSHA corrispondance confirmed thst teh <br />~1SHA lll \'o. was 0502674. <br />'f he ditch F-1 culvert under the future haul road did not ._ontain any c•unnrng <br />w•atcr. The weir from Pond F was not dischx•ging snd the pond was about 1/2 <br />to 3/4 full. <br />Pond G was not discharging. <br />Pond D was not discharging; very little water was flowing to this pond, even <br />though the wet condi~ions. <br />'f he weir on Pond E was not discharging. This pond appeared to be almost <br />full. <br />\o concerns were noted on site. <br />
