III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Seneca II Mine conducted by Erica Crosby of DMG. Mike <br />Altavilla of Seneca Coal Company was present during the inspection. The Wolf Creek and <br />Wadge Pits are open, and some coal has recently been removed. Weather conditions on site <br />were clear and warm. Ground conditions were dry. <br />Records Records were inspected at the mine office, and no problems were noted. Please see <br />attached records form for further detail. <br />Signs & Markers Mine ID signs were noted, and all information was accurate. Topsoil markers <br />were also noted on all piles. <br />Roads Haul Roads throughout the mine site were generally in good repair. A majority of the <br />ditches and berms have been reestablished since the dragline move from the Seneca II Mine to <br />the Yoast Mine last fall. Reclamation was occurring on an access road leading into the lower <br />Wolf Creek Pit. This road branches off Haul Road F1 at the U-turn. A dozer was pushing the <br />road fill material down in order to achieve a 3:1 slope and construct a small drainage. The work <br />had just begun, so slope gradients could not be verified. The small diversion, which leads into <br />the larger Wolf Creek diversion, has been constructed as depicted on the post mining topography <br />map. The operator needs to send in channel designs for this small drainage. <br />The operator stated that post-mining road locations are anticipated to change from what is <br />shown on the post-mine topography map. Seneca is encouraged to submit the change as soon <br />as possible due to the anticipated large scale reclamation to be conducted at the mine over the <br />next two years. <br />Hydrologic Balance Sediment Ponds 003, 004, 008, PeCoCo and Wadge all contained water <br />and were discharging. Discharging water was clear and spillways were in good repair. The shop <br />pond contained water, but was not discharging. The holding pond contained water up to the <br />discharge pipe, but no discharge was noted. <br />The following observations were noted for stock tanks constructed at the Seneca II Mine; <br />T-31; water, but no discharge was noted. Erosion features were noted on the pond outslopes <br />that require repair. <br />T-30; water, but no discharge was noted. Rock outlets are in good repair. <br />T-28; dry, and full of sediment. It appears functional, but should be cleaned of sediment. <br />T-26; water in tank, but no discharge noted. Rock at outlet in good repair, but some down <br />cutting noted at the inlet that should be repaired. <br />T-16; very little water in tank <br />T-7; very little water in tank <br />T-3; very little water in tank <br />T-25; dry and well vegetated <br />
