III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the
inspection and the facts or evidence supporting the enforcement action.
This was a complete inspection of the Carbon Junction Mine for the month of April, 1995
The containment berm around the topsoil stockpile adjacent to Pond #1 has been built up to
provide adequate containment where the berm was settling. It appears that positive drainage
from the contained area to Pond #1 has been provided for by means of a gap in the berm which
opens directly into the pond.
All hazardous materials have been move within proper bermed spill containment areas.
All ditches and ponds were inspected and found to be in compliance. All culverts were clear
and capable of functioning as designed.
Spoil material was being deposited on the fill area during the inspection. The operator must
insure that the underdrain is not covered with fine clay material which may ultimately fill and
clog the underdrain. Oakridge Energy has retained the services of Savage & Savage to assist
Goff Engineering with the design of the diversions for the fill area. It is expected to take until
late summer to complete designs and construct the diversions, if ultimately required.
Records were inspected and found to be in compliance. See page 5 of this report for further
details.
