III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />Notes: <br />The bridges are in disrepair. A reduced level of maintenance, sufficient for foot traffic, has been <br />approved. The plugged emergency spillway done) from T-2 is abandoned in place. <br />Items of interest from the previous inspections include: <br />Hvdroloaic Balance: Burial of pond cleanings is pending. <br />Slides and Damaae: There has been settlement of backfill from Portal 1 structures. <br />Sians and Markers: That portion of County Road 109 that crosses the permit area is being <br />upgraded. The permit perimeter signs that were up, and the fences along the road, are gone. <br />Hydrologic Balance: Burial of pond cleanings has not been accomplished. The water <br />treatment ponds were operating properly. Discharge at the permitted mine-water discharge <br />was 5 gallons/8 seconds, or 0.084 cubic feet per second. There was a very small amount of <br />water in the deepest depression in Sediment Pond P-9. There was no water in the refuse area <br />sedimentation pond. There were no overland flows. <br />Slides and Damaae: The settlement about portals at Mine Number 1 was not observed due to <br />snow cover about 2 to 3 feet deep). The bridges were also covered with snow. <br />Offsite Support Facilities: See Signs and Markers above. The permit boundary signs have been <br />removed by road construction activity.
