M-E / VDaER~1NEERS, 1NC. •
0048 E, BEAVER t3 BtVO. SURE 30)
P.U. BOX 5140, AVON, CD. 81620
PN: (910) 549-6000 fAX: (910)545-1559
MEMORANDUM
Date: September 18, 2000
To: Mr. Tom Gillis, Senior Environmental Protection Specialist
Received
SEF 2 ~ ZOCO
Durango Field Office
From: David L. Yoder Divlcbn of Minerals 8 Geology
RE: Mining Spill on the East Mancos River in late August or Early September
this year.

I appreciate your interest. Yes, ['m sure it will be difficult finding the source of
pollution and even more difficult finding the perpetrazors. But someone must stop this
from happening. For the second time in over thirty years that I have owned my ranch,
a massive spill has destroyed the ecology of the East Mancos River and 1 want those
responsible found and prosecuted. From a once beautiful mountain stream with trout
and beaver to what I saw this last weekend, I am almost at a loss for words. I will
cooperate. I will sign a complaint. You may enter my ranch to access the damage.
Hear are the observations I have made:
1. This May the water ran spring runoff clear. The river bed was scoured well and
there was no evidence of any odd siltation. The rocks appeared uncoated.
2. Labor Day weekend I noticed the river seemed to have a faint blue-gray cloudiness
but the riverbed rocks didn't have any casually observable sedimentation.
3. This last weekend (September 16/17) the riverbed wetted perimeter was almost
solidly covered with a gray claylike slime. It was also very obvious in the East
Mancos Highline Ditch (Robbins Ditch)
I have enclosed copies of the topos (yes, they came from a repon that was done on the
unsolved spill of 1986) that will help you focus on the places of my observations as
well as the overall picture of the travesty.
Please keep me informed as to your findings and progress. Right know I feel
powerless, frustrated, and angry that these people aren't being punished. I can be
reached at the numbers on the letterhead.
