III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Coa] Gulch Mine conducted by Tom Gillis of the Colorado Division of Minerals <br />and Geology. <br />The cable across the entrance to the access road was in place at the time of the inspection. The ground was mostly <br />dry at the time of the inspection, thunderstorms passed through the area a few days prior to the inspection. <br />HydroloQic Balance <br />The lower pond contained a small amount of water (about the same as the previous inspection) but was well below <br />the elevation of the primary spillway. The nearby collection ditch that drains the surface of the regraded spoil <br />disposal area is showing signs of down cutting, however the high percentage of angular rock fragments exposed by <br />the down cutting have accumulated in the bottom of the ditch and appear to be acting as riprap to prevent further <br />down cutting. <br />Reclamation Success <br />Vegetative cover includes some thistle infestation across sections of the reclaimed area (no change from previous <br />inspection). <br />
