III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />A complete inspection of the Blue Ribbon Mine was conducted by <br />Christine Johnston of the Division. No one representing the <br />operator was present during the inspection. The operator has gone <br />through Phase I bond release. It had snowed at the site over the <br />weekend. Most of the snow has melted but there were a few pockets <br />of snow left on the site. <br />Availability of Records <br />Records for the mine site were reviewed at the Delta County <br />Courthouse in Delta. For specific records reviewed and comments, <br />see the attached form entitled, "DMG Availability of Records". <br />Hvdroloaic Balance <br />Pond #5 contained small puddles of water. The other two ponds were <br />dry. The north and south pipe were dripping and the middle pipe <br />was dry. The upper and middle pipes were dry and the area around <br />the lower pipe was seeping. The seep around P-1 is still wet. <br />There is also a seep located approximately in the middle of the <br />larger repair. <br />Reveaetation <br />The knapweed in Ponds #3 and #4 has been sprayed since the <br />Division's last inspection. The operator informed me, during a <br />phone conversation previous to this inspection, that the knapweed <br />was sprayed earlier in the summer. It appears that the thistles <br />located around the inlet to the ADS pipe have been sprayed and are <br />beginning to die off. <br />Excess Spoil and Development Waste <br />In the area of the seep at P-1 and the seep in the larger repair <br />area, the appears to be some slight settling and bulging of <br />material in the immediate area of the seep. Both areas of settling <br />are very small but should be watched over the winter spring and <br />winter for any changes. <br />CEJ/0471nep.1024 <br />
