III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />A copy of this file (report} has been provided to Clyde Sharp, Colorado Department of Public Health <br />and Environment. <br />AVAILABILITY OF RECORDS <br />Records were checked at the Routt County Court House. See the DMG Availability of Records <br />checklist attached (see Rule 5.02.4). Some documents were not found. <br />SIGNS AND MARKERS <br />Signs and markers were in place and, with the exception of the identification sign at the south entrance, <br />in good repair. The south entrance sign is legible. There are still two permit boundary signs that appear <br />to be out in the reclaimed disturbed area. <br />ROADS <br />Some roadside ditches have down cut below design depths (see the inspection report of June 6, 2006). <br />No remedial work has been accomplished. There is some slight erosion on the north haul road <br />travelway just south of the Moffat Pond Y. <br />HYDROLOGIC BALANCE <br />Checkdams 6, 8 and higher numbers of the Chain of Pearls drainage way contained water. There was a <br />trickle discharge [0.25 gallon/minute = 0.0005 cubic feet per second(cfs)] from the West Ridge Pond. <br />The embankment to the east was wet from seeps above. There was an estimated 0.04 cfs discharge <br />from the Center Ridge Pond. There was a flow of 0.28 cfs in the flume. There was a drip from the <br />Moffat Area Pond (1/4 cup in 15 seconds). <br />Stream water quality measurements above and below the site were taken on August 23, 2006. See the <br />map at the end of this inspection report. <br />BACKFILL AND GRADING <br />A small amount of grading is currently required at the facilities area adjacent to Oak Creek to complete <br />the requirements of the reclamation plan. There has been no activity on this reclamation.
