III. Comments/Compliance <br />This was a complete inspection conducted by Jim Burnell of CDMG on the morning of Friday, <br />October 8, 2004. Weather was clear and mild. There was still a good flow in Hubbard <br />Creek, estimated at 2 cfs. The water was clear both above and below the Blue Ribbon <br />mine site, showing no evidence of siltation coming from the Blue Ribbon mine site. Drilling <br />activity was set up for Oxbow MLLC exploration on the north side of the site. <br />All the signage was erected and in place. The road and gate to the site was in good repair <br />and the gate was open for access of the drillers. <br />The road to the site was in very good condition. <br />The old coal stockpile area was stable. The vegetation was brown for the season. Most <br />evident on that area is the cicer milkvetch, although there are grasses also. <br />Ponds 3 and 4 were wet, but contained no water. The floor of pond 5 was wet also, but <br />there was no water accumulation. The embankments were stable and the discharge <br />structure was in order. <br />The path (road) to and past Pond 5 had been graded for drill rig access. <br />The area around the gate showed decent vegetation, given the rocky nature of the soil. The <br />exploration road cut across that part of the site to the south for access to the south site of the <br />Oxbow MLLC exploration driAing program. Likewise the old access road up to the upper <br />bench was stable. <br />The upper bench showed showed good vegetation. Of particular note are the wild rose <br />bushes there. There are some perennial grasses also. <br />None of the underdrains were not discharging. The lower ditch was wet, but there was no <br />running or standing water. <br />Records were checked at the Delta County Courthouse. See the attached form. <br />
