<br />MINE SITE EVALUATION INSPECTION REPORT <br />Blue Ribbon Mine <br />GENERAL COMMENTS <br /> <br />PAGE 6 <br />A complete oversight inspection was conducted of the Blue Ribbon Mine on <br />November 15, 16 and 19, 1982. The Colorado Mined Land Reclamation Divi- <br />sion (MLRD) was not represented during this inspection as a result of <br />scheduling difficulties, but was contacted throughout the inspection. <br />An inspection was conducted by the MLRD during the week of November 29 <br />during which several areas of concern noted in the OSM inspection were <br />checked. <br />Authorizations to operate and related documents were reviewed onsite and <br />at the Delta Office of Grand 61esa Coal Company. The review included the <br />permanent program permit application, NPDES final permit number <br />CO-0033553 and NPDES water monitoring analyses dated 8/25/82. Also in- <br />cluded was federal lease number C-033301 for 300 acres. Fee land com- <br />prises approximately 40 acres. The post mine land use is wildlife <br />habitat and recreational and grazing land. No prime farmland designa- <br />tions or permanent fills exist for the permitted area. Blasting is not <br />conducted to facilitate mining operations. Mr. Bob Liddle of the MLRD <br />indicated during a telephone conversation on December 9 that permanent <br />program permit numtier C-047-81 would be issued on 12/9/82 to take effect <br />on 12/10/82. A truck scale house located on the north side of Highway <br />133 west of the intersection of E~ighway 133 and the Hubbard Creek access <br />road is included in the permit as a 0.8 acre tract. Waste rock is <br />transported from the mine to the Red Canyon mine refuse disposal area, <br />to be permitted under application number C-034-81. <br />An identification sign was posted at the scale facility. The site is <br />very small and is relatively level. An evaporation pond is to be con- <br />structed to collect surface drainage at one end of the area. The scale <br />is used for company business and by local residents. No problems were <br />noted at the scale site. <br />The haulxoad entrance gate to the mine was posted witb~ ;f;~ation <br />sign. The Hubbard Creek access road is main- <br />tained by Blue Ribbon Coal Company with materials supplied by Delta <br />County. The hauLroad is satisfactorily maintained. A light use road <br />which provides access to ponds 1 and 2 is periodically graded but ~6e <br />and maintenance is restricted by occasional wet soil conditions. <br />s <br />~. ~~`.. <br />~.. <br />
