~~
III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the
inspection and the facts or evidence supporting the enforcement action.
This was a partial inspection, conducted by Joe Dudash of the Colorado DMG. Sandy
Brown also represented the Division. No one represented the operator in the field.
West Mine
There was no activity at the West Mine. The reclaimed portal azea, has been seeded and
hydro-mulched. This includes disturbed azeas that lie east and west of East Roatcap
Creek. There is a portion of the pre-existing road that has been left in place on the east
side of the creek. Grass has already begun to germinate on these areas. There were no
signs of erosional gullying at the site.
The bottoms of both West Mine ponds were a little wet. Pond embankments had been
seeded and hydro-mulched. Pond inslopes and embankments appeared to be stable. Pond
primary and emergency spillways were functional. The riprapped downslopes were in
place. However, for extra assurance, it would be a good idea to install more silt fence
down gradient of the disturbed azea. Also, the silt fence already in place in that area could
use some maintenance.
At the West Mine fan site, some sections of the silt fence will need repair soon. There
were a couple of cows on site and they may have trampled on the silt fence. The topsoil
stockpile sign was up. The stockpile was well vegetated and no erosional gullies were
noted. The orange construction fencing was up azound the backfilled vent shaft. A mound
of soil was placed over the shaft. This mound may settle further.
East Mine
The gate to the East Mine was closed and locked. There was no activity at the East Mine.
Most of the structures have been removed from the mine site. No concrete structures have
been broken up or removed.
c:/word bowie 1 /insp 1002
