It is <br />important to consider that the effect of a phreatic surface in the embankment is small <br />unless it develops to a significant heighl. Previous stability analyses conducted al the time <br />of Raise 1 indicated that a phreatic surface of 10 feet across the entire base of ttie <br />embankment has little effect on stability.
