<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II-W Mine conducted by Erica Crosby of DMG. No <br />company representative was present during the inspection. The Seneca II-W Mine status is <br />active, and mining is currently taking place in the A Pit. The inspection involved viewing four <br />aerial photographs of the mine taken by Harry Ranney of DMG on December 16, 1997. Weather <br />conditions appear sunny and dry. Snow cover was present on the mine site. <br />Roads The mine entrance road adjacent to Pond 006 appeared to be in good repair and in <br />operation. Haul roads into the A Pit appeared well maintained and passable. <br />Hydrologic Balance Sediment Pond 006 contained water, but and was covered under ice and <br />snow. Pond cleaning operations have ceased, and disturbed runoff is being channeled to the <br />lower end of the B-Pit. The slide adjacent to the pond was noted in the photos, and covered <br />under snow. <br />Backfillina & Grading The C Pit was actively being backfilled during the time of the inspection. <br />One dozer and one scraper were noted in two of the photographs. Material was being hauled in <br />by the scraper and placed near the highwall. The dozer was pushing the material to achieve the <br />required grade. The backfilling and grading schedule map has been revised to extend the time <br />for C-Pit reclamation to the spring of 1998. <br />Slides & Damage The slide adjacent to the sediment pond does not appear to be impacting the <br />function of the pond or the haul road. <br />
