(Page 21 <br />MINE ID # OR PROSPECTING ID N M-1981-220 <br />INSPECTION DATE 4/15/02 <br />INSPECTOR'S INITIALS RCO <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 112 permits. The <br />operator's representatives named on page one were present throughout the inspection. <br />This site was active at the time of the inspection, with native material on the floor of the western end of the pit being <br />ripped and dozed into piles for the upcoming contract crushing. This will result in that part of the floor being lowered about <br />4-6 feet. After processing and removal of this material, this part of the pit will be reclaimed, and excavation will continue <br />toward the east. Upcoming reclamation on the west end will not include the unreclaimed disturbance from pre-law mining <br />which lies outside the permitted area. <br />Some mining has already occurred to the east of the floor activity described above, resulting in a partially stripped and <br />benched cut wall on the east. Much unmined area in the permit remains toward that direction. Future mining will proceed <br />eastward, the floor will daylight on the south side, though presently both sides of the ridge daylight to the floor. The <br />operator must exercise care in the stripping and excavating of new areas, to avoid causing material to be dislodged and <br />roll down slope. That could potentially cause damage to areas outside the permit boundary, which is a possible violation. <br />The undisturbed areas of the permit contain juniper and pinon pine, whose removal will be necessary before mining, and <br />whose disposal could present some handling problems. Some slash could be mixed with the soil, or left piled for wildlife <br />habitat. No clearing of woody vegetation should occur outside the boundaries. The operator should ensure that all permit <br />area boundaries are adequately marked in the new areas where the operation will grow. <br />It was extremely windy on the day of the inspection, which emphasized to the importance of adequate topsoil protection. <br />Due to the configuration of the site, after the west end is reclaimed, it will be a long time before there is enough operating <br />room to reclaim much more area. Stripped topsoil will therefore probably remain stockpiled for a long time. If not placed <br />in piles that are configured to afford erosion protection and ease of establishing protective vegetation, much could be lost <br />or deteriorated. Looking down the road to eventual reclamation of this operation, adequate topsoil protection must be <br />assured in the short-term. <br />There were no additional items observed or discussed.
