INSPECTION REPORT - PAGE 2
FILE NO. 78-352
DATE: April 4, 1984
OBSERVATIONS OF IMPORTANCE :
1 . As was observed in the previous inspection, the mining operation extends
outside of the permit boundary. The permittee has submitted a amendment to
bring this area into compliance. The problem resulted when the operator
misread the permit application map.
2. Reclamation is not proceeding contemporaneously, partially because of the
mining plan and also because of problems with adjacent landowners .
3. Little if any topsoil has been salvaged thus for in the operation. Mr.
Nottingham stated that much of the area was previously disturbed however, this
previous disturbance has not been shown on any of the maps included within the
permit application.
RECOMMENDATIONS:
1 . As was discussed in the field, backfilling of the southern slope adjacent
to the Denver and Rio Grande Western Railroad should be initiated at once .
This slope currently exceeds a 1 : 1 and must graded to a gentler slope than
2:1 . In regard to the reclamation of the eastern portion of the permit area,
it is not advisable to temporarily reclaim an area using topsoil . Topsoil
salvage and reapplication efforts result in loss and contamination of the
topsoil . Therefore, if temporarily reclamation is instituted in the eastern
stockpile areas, regrading and revegetation with a temporary mixture of grasses
can be used. No topsoil reapplication should be done in this area .
2. If the applicant wants the Division to take previously mined areas into
consideration during the review, those previously mined areas must be shown on
one of the maps within the permit application. The Division suggests that
this be shown on the reclamation map.
3. Within the mining area , runoff does not appear to tw a oyrif Pm, An
irrigation ditch has been culverted through the n,orthrrn !),,rtlon ui the , Iti!
thus creating a berm diverting runoff into the SPttl !ng Puna ,a .waver , n.,ar
the unbermed stockpile area in the eastern portion of the permit area , slight
erosion has been initiated down the northern slope. The Division suggests
that this stockpile area be bermed sufficiently to prevent runoff from passing
off-site causing disturbances downslope.
Other comments regarding ):jr onsite inspection will be addressed in the
adequacy letter which yod nnuld be receiving shortly .
CR/th
cc : Petre and Zimmerman
Doc . No. 0654
