111. COMMENTS -COMPLIANCE <br />Below are comments on the Inspection. The comments include discussion.of observations.made <br />during the inspection. Comments `also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the erforcement action. . <br />This was a partial inspection conducted by Joe Dudash of the Colorado DMG. Bill Bear represented <br />the operator. The inspection concentrated on the two gob waste pile areas. Because of the work <br />involved in operating the two gob piles, the operator has a new excavator, dump truck and compactor. <br />Gob Pile No. 1 <br />The haul road to the gob pile areas was in good condition. The gob pile No. 1 haul road was in good <br />condition. The road ditches were functional. The culvert and water bar at the entrance to the gob pile <br />were in place. Gob is being placed on the fourth lift. The top of the pile was in very good condition. <br />There was no ponding of water on the pile and the gob was fairly dry. The underdrain was exposed to <br />the rear of the gob pile, as designed. The upper diversion ditch was functional. Straw blankets have <br />been placed on some of the outslopes. Vegetation is already coming up. Gob pile no. 1 is in very good <br />condition. <br />Gob Pile No. 2 <br />The operator is placing gob on the new gob pile. A compactor was on site. The upland diversion ditch <br />andlower collection ditches and culverts were in place and had sufficient capacity. The underdrain had <br />been constructed a while ago. In addition to placing gob material on the pile, the operator is also <br />expanding the area for gob placement. Topsoil is being stripped and placed on the topsoil stockpile that <br />is located between gob pile no. 1 and gob pile no. 2. Coverfill material is, then, being excavated and <br />will be brought to the coverfill stockpile just to the east of new Pond F. There was a little water in <br />Pond F. The operator has placed straw blankets on the outslopes of the topsoil stockpile and the <br />cove~ll stockpile. <br />In spite of the high level of activity at gob pile no. 2, the area was very well organized. The effects <br />from all of the construction activities were kept under control. The sediment control system was in <br />place and was working properly. There was no fugitive dust going offsite. In fact, any dust that was <br />generated was contained to the immediate area. Old State Highway ] 33 was immediately adjacent to <br />the gob pile area, but the operator has left a buffer zone of trees and shrubs as a screen for a lot of the <br />gob pile's length. Care is being taken to not disturb the neighbors in the area with any impacts from <br />these construction operations. <br />c:/word/bowie2/insp0804b <br />
