III, COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Edna Mine conducted by Tom Kaldenbach of the Colorado Division <br />of Minerals and Geology. No one else was present. More than a foot of snow cover prevented access into <br />the site and, therefore, the inspection was limited to observations made from the perimeter of the site. <br />The Division recently issued a proposed decision to approve release application SL-8 requesting Phases I, <br />II, and III (final) bond release for the Goat Trail road and the former conveyor corridor, and partial Phase I <br />release (facilities removal only) for the gravel pad area south of the building next to Oak Creek and at the <br />entrance gate. <br />AVAILABILITY OF RECORDS <br />All required records were available at the Routt County Courthouse, with one exception: the new <br />insurance certificate needs to be inserted in the file (the Division already has a copy). The records <br />checklist is attached. <br />SIGNS AND MARKERS <br />Mine i.d. signs were properly displayed at the Oak Creek and west entrances to the permit area. <br />SUPPORT FACILITIES <br />No problems were evident in the Oak Creek facilities area. <br />HYDROLOGIC BALANCE <br />Electroconductivity in Trout Creek was 540 µmhos/cm as measured at Routt County Rd. 33 <br />(Twentymile Coal Company site 301). This indicates spoil spring discharges from the Edna Mine, if <br />any, were not causing Trout Creek to exceed the 1,500 µmhos/cm material damage suspect level for <br />imgation water. <br />SLIDES AND DAMAGE <br />Reclaimed slopes in the Moffat, Center Ridge, and West Ridge areas were observed from County Road <br />29; no problems were evident, although snow cover limited inspection. Snow pack is rapidly melting. <br />The Goat Trail and former conveyor corridor were observed from Highway 131. Slopes appeared <br />stable. <br />3 <br />
