III. COIVIlVIENTS - COMPLLANCE <br />Below aze comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This inspection was an aerial inspection that was flown on February 7, 2003. The review <br />of the digital images was conducted on February 14, 2003. During the overflight of the <br />loadout, no problems with compliance were observed. Most of the loadout was cleaz of <br />snow. <br />Facilities <br />The main haul road and the east access road were cIeaz of snow and appeazed to be <br />passable. The access road along the raikoad tracks had snow on it. No leaks were evident <br />and the berm appeazed to be intact at the fuel facility. There was only a modest amount of <br />coal stockpiled on the facilities bench. No railcars were in position for loading and no <br />. , coal haul trucks were unloading. There were no problems with fugitive dust. The material <br />storage area was mostly covered in snow. No problems were observed with any of the <br />facilities structures. <br />Hvdrology <br />The east sediment pond had a little snow and snow melt in the bottom of the pond. The <br />pond embanlonent appeazed to be stable. Collection ditches appeazed to be generally free <br />of snow, except for the east-west trending ditch just below the office parking area. No <br />problems with erosion were observed. The berm on the outside edge of the facilities <br />bench appeazed to be intact and functional. <br />c:\word\terror\insp0203 <br />
