~ ; . -._ <br />• (Page 2) <br />MIFF ID t OR PROSPECTIFt; ID t IF16-li3? <br />IFSPECTION DATE 11-09-94 INSPECTOR'S INITIALS SSS, JCS <br />OBSERVATIONS <br />This was a routine partial inspection of the Alezander Pit, operated by Telluride Gravel, Inc.. The sine is located at the confluence of the South Fork <br />and San Miguel Rivers approzitatelY 5 tiles west of Telluride, Colorado in San Miguel CowtY. Neather was tostlY sunny causing rlting of recent srnM+ <br />accutulations. <br />Nr. Bennett indicated that the status of Telluride Gravel's application for a 404 pertit is on hold, per ACOE, pending a resolution of the trespass <br />situation with the USFS. He also indicated that eztractia of taterials was a hold wtil this situation was resolved and a 404 penit is obtained. All <br />gravel currently being used for the operations cmcrete facilities is being itported to the site. Most of the gravel cars fro Ouray Cowty or a site <br />near Naturita, Colorado. Sor of the gravel is a recycled product containing several types of crushed rack including recycled asphalt. <br />The operator had itported sar taterial that then had ezcavated fro one of their construction project sites in Telluride. This taterial, which consisted <br />Costly of a red rak with sae concrete and asphalt content, had been deposited within their pit area. The Division will follow-up this inspection by <br />contacting the Colorado Departrnt of Health to solicit their ruling a the classification of this tateria! as a solid waste and obtain their guidance <br />related to the proper handling of this taterial. Telluride Gravel will be notified of the Division's findings. <br />The new office and waste oil facilities, penitted earlier this year, have been installed and appear to be in carpliance with their approved design plans. <br />The north wall of the waste oil containrnt structure was constructed approzitately 6 ft. tall instead of the 2.5 ft. designed heig5t. It is presurd <br />that this additional heist was incorporated to prevent sloughing of the cut bank into the containrnt structure. fie existing band shald be adequate <br />to cover this increased concrete detolitia. fie operator indicated that the waste ail fro the facility is hauled away free of charge by a capany noted <br />Approved Drain Oils Service who sell it for use in oil burning furnaces. <br />The Earth and final settling pond in series for the operation has been Codified to ensure that there is aly one discharge point. This rodification was <br />required by the Colorado Depariaent of Health in late 1992 and by the Division in an inspection report dated 04-01-93. fie northwest corner of the pmd <br />has been built up to prevent discharge Era this area. The southwest corner of the pond has had a cotbination drop structure /weir installed enabling <br />the operator to discharge the pond at will, satple the effluent, rasure the discharge volur and taintain a 3 day holding tir in the pad. The pond <br />sestet is part of the sites penitted NPDES and stortwater catrols. <br />The operator should ensure that areas of the site (where gravel surfaces are listed as the penitted stortwater catrol feature) are well graveled to <br />prevent increased sedirnt loads to the river during the upcaing winter and spring ad seasons. <br />The site troundaries were clearly Larked with fence posts painted orange and white.
