III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion.of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. . <br />This was a partial inspection conducted by Jce Dudash of the Colorado DMG. No one represented the operator <br />during the field inspection. The azea has received several snowfalls since Thanksgiving. There was snow on the <br />Bound at all of the sites, ranging from a few inches at the train Loadout to over 8 inches at the West Mine. There <br />was no activity at any of the sites that were visited. <br />East Mine <br />The gate at the entrance was closed and locked. The mine ID sign was up at the entrance and contained the <br />correct information. The operator has ordered new mine ID signs that show the name change from Bowie <br />Resources Limited to Bowie Resources LLC. The roads were snow covered but were passable with four wheel <br />drive. There were a few small rocks on the road but they were not a problem. <br />All of the benches at the east mine were covered in snow. There were no signs of slope instability with any of <br />the cut and fill slopes. No problems were observed at the portal bench, substation, shop bench, transfer bench <br />and crushing and screening bench. Snow covered the West Ridge waste pile. There were no signs of slope <br />instability. The collection and diversion ditches were snow covered but appeared to be functional. <br />Run-of--Mine (ROM) Stockpile <br />The ROM pile site was covered in snow. The road was passable with a four wheel drive vehicle. It did not <br />appeaz that there was any snow-covered standing water in the pond. <br />Unit Train Loadout <br />The three entrances off of the main highway were open. Mine ID signs were up at each entrance. The site was <br />covered in snow. The entrance roads were covered in snow but were easily passable. There were no signs of <br />fugitive dust on the fiighway or at the Loadout entrances. There were no offsite problems with coal along the <br />railroad tracks across the bridge. <br />The west collection ditch was functional. Also functional were the diversion ditches and culverts at the site. The <br />sediment pond was snow covered but there was no evidence of any standing water. The containment berm <br />azoand the fuel facility was functional. There were no fuel leaks. No problems were observed with any of the <br />facilities or the material storage azeas: <br />Hiehway Coal Stockpile <br />This site was also covered in snow, except for a portion of the south-facing cut slope. There were no signs of <br />slope or erosional instability with the cut slope. The sediment pond was dry but snow covered. <br />West Mine <br />The road up to the West Mine was snow packed. The road past the West Mine that leads up to the fan site was <br />not graded. The West Mine was covered in snow that was about 8 inches deep. The mine ID sign was up but <br />was partially obscured by snow that had been pushed up by the road grader. There were no signs of slope <br />instabihty at the backfilled and graded portal bench area. <br />c:/word bowie 1/insp 1204 <br />
