Trees have been cut contrary to my intent in the mining
operation and reclamation procedures outlined in the original per-
mit application. In part this is the result of absentee management
during initial preparation of the site for mining and to misunder-
standing of the operator regarding procedures and obligations under
the mining permit.
Mr White has discussed inclusion of additional land in the gravel
pit operation with adjacent property owners. His plans to file an
amendment were in final stages. We will proceed with revised mining
and reclamation plans and preparation of an amended application.
I expect that mining activities and final reclamation outlined in
this amended permit will adequately compensate for any problems
created and will prove to be a much more beneficial operation for
all parties involved.
I apologize on behalf of the operator for additional work and ag-
gravation caused the Mined Land Reclamation Board and its staff by
this initial site activity. I trust that Mr White's credibility and
accountability will be proved in subsequent operations.
Very Truly Yours

HoYaard F~TinQ1e
21 June 1982
cc:R.A.
