III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of Minerals <br />and Geology. This former underground mine was reclaimed and reseeded in 1996 and early <br />1997. The weather was warm and ground conditions were dry. The railroad track and ties <br />have been removed by the owner of the railroad in the vicinity of this former mine. <br />Revegetation <br />Mild frost appears to have affected the vegetation on the reclaimed area, although a hard <br />killing frost has yet to occur. Plants still appear healthy and green near the ground with some <br />still having flowers. Litter cover is much better this year due to excellent summer moisture <br />and growth of reclamation species. Reclaimed areas blend into the adjacent, undisturbed <br />areas to the extent that it is difficult to discern the boundary in many places. The reclaimed <br />area does not appear to have been grazed to any great degree. Trespass grazing has been <br />noted in the past but cattle were not observed on or near the area during this inspection. <br />Soil Methane Area <br />Heavy equipment was noted on the area south of Highway 12 that has been previously <br />identified as having methane-contaminated soils. It appears that a pipeline for methane <br />extraction is being installed along this south-facing slope. This disturbance may complicate <br />the documentation of changes in the vegetation over time in this area. Existing soil monitors <br />appeared intact and did not appear to have been disturbed by the activities. <br />Overall, the site appeared in excellent condition for this time in the fall season. <br />
