• (Page 3) • <br />MINE ID # OR PROSPECTING ID # M-97-084 <br />INSPECTION DATE 10/15/97 INSPECTOR'S INITIALS_$C_2 <br />overall stability of these individual rocks is questionable. <br />The mining plan and its relation to the post-mining land use was discussed. As mentioned <br />above, it was stated that the site would be accessed from the highway. There is presently <br />no fill material placed to allow crossing the borrow ditch, nor bridge or culvert installed. <br />This will be necessary for site access. The file states that processing will include only <br />screening oneite, which will occur to the north of the mined material, according to the <br />discussion during the inspection. <br />Mining will probably involve upper material removal first. There is a slight bench midway <br />up the face of the pile of material to be removed, which may possibly provide initial access <br />to the upper material. The later phase may then involve pushing down material from the top <br />of the pile, with the top constantly being drawn down. Slopes of the pile now range from <br />1.25H:1V to 2H:lV, which are normal for an angle of repose for an active slope face. Removal <br />of the alluvium, according to the application, involves only the material within the permit <br />boundary as it is defined by the mouth of the gorge. Removing the lower, onsite alluvium <br />(even a small amount) will eliminate the material which is presently buttressing the material <br />in the gorge. Even if the activity of removal of material is confined to within the permit <br />boundary, contributing to off site disturbance by leaving unstable slopes may be a possible <br />violation, which should be avoided. The applicant should considez modifying the mining plan <br />or reconfiguring the permit boundary to include the gorge and its additional material. <br />The present vegetation covers most of the site, being absent on only thE~most active and <br />steep slopes. It consists mainly of mature woody vegetation, including spruce and fir, <br />narrowleaf cottonwood, boxelder, redtwig dogwood, and currant. Non-woody plants include <br />brome, horsetail, wild clematis, mahonia, and others. Mature trees range in heights of up <br />to 50 feet or more. The operator's representative stated that operations on the site will <br />be small in scale, and that damage to or removal of tress would be limited. The site is not <br />weedy. <br />There is no pre-existing disturbance on the site which is related to the extraction of <br />alluvium or waste rock (or other aggregate materials), nor any Current operations. There <br />were no problems noted during this inspection. Questions related to the permit application <br />will be handled through the adequacy review process, and will be sent to the applicant under <br />separate cover.
