111. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Yoast Mine conducted on June 11, 2003 by Mike Boulay of <br />the DMG. Roy Kazo of Seneca Coal Company was present during the entire inspection. <br />Weather conditions were cloudy and warm. Ground conditions at the mine site were dry. The <br />dragline was operating in the Yoast south azea, and coal was being hauled from the mine at the <br />time of the inspection. <br />T~soil & Reveeetation <br />Final grading of the North Pit was completed in June 2002. Topsoil redistribution began in May <br />2002 at the North Pit. By September of last yeaz, topsoil redistribution had been completed on <br />the southern side of the North Pit. During the September 2002 inspection (see Inspection Report <br />dated 9/9/02), SCC was requested to ensure that seeding was completed in all locations in the <br />North Pit that had topsoil replaced. According to SCC personnel, topsoil replacement and <br />seeding could not be completed last fall due to inclement weather conditions. <br />During this inspection it was noted that greater than 20 acres in the North Pit still require topsoil <br />replacement and approximately two thirds of the entire North Pit remains to be seeded. To <br />ensure compliance, please complete all topsoil redistribution efforts in the North Pit and <br />complete all seeding operations in the North Pit no later than September (prior to the approach of <br />inclement weather). Please also repair all rills and gullies that have formed in the North Pit prior <br />to seeding. <br />Slides and Damaee <br />The slide azea below the Haul Road D embankment above Pond 012 was inspected. 'No <br />significant additional movement has occurred below the haul road embankment since the time of <br />the last inspection. Haul Road D in the vicinity of the slide remains blocked off and should not <br />be used. SCC has indicated that their slope stability consultant is preparing a report with <br />recommendations for repairing and stabilizing the slide damaged area. During this inspection, <br />SCC indicated that the report would be available by the end of June 2003. Once the report is <br />available, please implement appropriate measure to repair and stabilize the slide damaged area. <br />
