III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the
inspection and the facts or evidence supporting the enforcement action.
This was a partial aerial inspection of the Bowie Mine No. 1. The
inspection was flown by Harry Ranney on April 12, 1996 and reviewed
by Tony Waldron on May 10 ,. 1996. The mine is active and produced
approximately 500,000 tons of coal in 1995.
Ponds 1 and 2 were holding some water as was pond 3. It was not
possible to determine if pond 4 was holding water. The refuse
disposal pond was also holding water as was the ROM coal stockpile
pond and the west mine pond. It was not possible to determine if
any of the ponds were discharging.
The refuse disposal pile was inspected and appeared to be stable
and well vegetated. Construction has not begun on the expected
expansion to this pile as of this inspection. There did not appear
to be a surge coal stockpile near the truck loadout. Roads on the
site appeared to be in good condition.
This concludes the inspection.
