III. COMMENTS - COMPLIANGE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
supply pond was full and discharging a small amount of water to the ditch on the south side of
the facilities area, which dischazges to Sedimentation Pond 003. The Truck Wash settling pond
was neazly empty.
On April 12, 2005, SCC informed the DMG that the principal spillway on Pond 008 had rusted
out about 3 feet below the weep hole. The Pond 008 spillway was inspected on May 26`h. SCC
has made temporary repairs to the riser pipe. The pond appeazs to be dischazging through the
weep hole in the riser pipe and the embankment was stable at the time of the inspection.
The Pond 004 outlet pipe at the dischazge is also beginning to show signs of corrosion. SCC
indicated during this inspection that the riser pipe and dischazge pipe would be replaced. SCC is
in the process of preparing a technical revision with appropriate SEDCAD demonstrations for the
new dischazge structures for both Ponds 004 and 008 and is procuring new pipe for both ponds.
New as-built reports will be required for both Ponds 004 and 008 following the spillway
modifications.
Pond inlets, embankments and dischazge structures at all other sedimentation ponds appeazed to
be stable and no problems were noted at these locations.
Reveaetation
Dan Mathews from the DMG was working at the site of the Elk Fence/Shrub Study azea. He was
mazking the different seeding, planting, and treatment plots with metal stakes for future
identification of these azeas.
The operator was spraying for weeds along the access road above the Wadge Impoundment.
Hounds Tongue was the most prevalent weed noted in several locations along access roads and
pond embankments. SCC has updated the noxious weed management plan for the Seneca II
Mine. SCC submitted the new noxious weed management plan to the DMG and Routt County
on January 7, 2005.
