III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Hamilton Mine conducted on Mazch 22, 2006 by Mike <br />Boulay of the DMG. Dave Andrews, Honeywood Coal Company's contractor was present <br />during the entire inspection. Weather conditions were sunny and cool. Ground conditions were <br />very dry. There was no activity at the mine site during the inspection. <br />Availability of Records <br />Dave Andrews brought the records to the mine site from his home in Norwood. All required <br />records were available for review. Please see the attached records checklist at the end of this <br />inspection report. <br />Hydrologic Balance <br />Sedimentation Ponds A and B were inspected. Both ponds were dry. Pond inlets and discharge <br />structures at both locations were in good condition. Pond embankments were stable and well <br />vegetated. <br />Roads <br />Roads were well maintained and in good condition. Culverts and road ditches were clear of <br />sediment and debris and functioning as intended. Road surfaces were maintained and stable. <br />Reve etg ation <br />Vegetation appeared brown throughout much of the reclaimed areas. Cattle were let in to graze <br />in the area but none were seen at the mine during the inspection. No significant erosion features <br />were noted in reclaimed areas. <br />Numerous Tamarisks were noted in the bottom and eastern side slope of Pond B, and in the <br />bottom of Pond A and along the inside of the pond embankment. With Minor Revision No. 8, <br />the operator has submitted a weed control plan. At the request of the Division, the operator will <br />initiate Tamarisk control in permanently regraded and seeded areas beginning in the fall of 2006. <br />The cut-stump method will be used for Tamarisk control. <br />
