• (Page 2) • <br /> <br />MINE ID # OR PROSPECTING ID # M-80-193 <br />INSPECTION DATE 09/25/95 INSPECTOR'S INITIALS ACO <br />OBSERVATIONS <br />This inspection was performed by the Division partly as a monitoring inspection, but mainly <br />ae a pre-operation inspection of the area into which the operator wishes to expand the <br />current operation, as part of the 110 to 112 permit conversion application. The operator was <br />notified about the inspection, and was present at the site. <br />The identification sign for the current permit was posted at the entrance. Some of the <br />markers were noted ae present. The fact that some of the current 110 permit's boundary <br />markers were not seen is not regarded as a problem at this time, due to the fact that this <br />operation will soon be expanded, and the expanded area markers were observed. <br />The required notice for a new application (which includes conversion applications) was posted <br />at the entrance. Photographic evidence of this was also submitted by the operator in the <br />conversion application. <br />Current operation: The current operation has several stockpiles of topsoil, all of which <br />appeared stable and fairly well vegetated. Roads were in good condition. There ie no debris <br />or weediness on the site. There was no problem with erosion or sedimentation; all site <br />drainage is routed into the pit. There was some impounded water in the bottom of the pit, <br />exactly as the pre- and poet-mining maps show there is. The pit ie being mined by pushing <br />material down from the top by dozer, at 3:1 to 4:1 elopes. Inactive elopes (east wall) <br />exhibit some erosion; revegetated elopes (west wall) are in good condition. This site has <br />Bandy, loose soil, which is highly erodible. The working surfaces and method of mining <br />contribute to reducing erosion and controlling stormwater runoff. Material had been pushed <br />down recently, and piled in a Linear fashion along the bottom of the north wall. There was <br />a wheel loader and aeries of haul trucks operating at the time of the inspection. All trucks <br />were county-owned, and all had hydraulically-operated covers for their loads to prevent <br />spreading duet and grit. The present and proposed permit area include the portion of the <br />road serving to access this site from the county road (SOapweed Road). <br />Expansion area of the conversion: The permit area will be expanded to the north and east. <br />Natural site drainage rune toward the southwest, therefore the operation will tend to expand <br />into the hill. The current level of the pit floor will not change in the new area. No <br />further activity is expected in the southwest corner where the pond and revegetated elopes <br />are. The undisturbed land surrounding the operation ie typical of upland dry rangeland. <br />(Vegetation observed included fringed sage, blue grams, three-awn, rabbitbrush, pincushion <br />cactus. There was a minor amount of thistle, but no yucca, cheatgrase or annual weeds.) <br />There is no expected change in the manner of mining this Bite. Topsoil is stripped and piled <br />along the perimeter, and then replaced after mining is complete. Reclamation will occur <br />incrementally, as the excavation moves off of certain portions of the permit area. Projected <br />life of the mine ie into the first quarter of the next century, based on current demand. <br />Cattle were observed roaming over the Bite during the inspection. When the operator wishes <br />to establish vegetation, the livestock should be excluded.
