MCC responded to the <br />Division on March 20, 1995. Due to other priorities, the <br />resolution of this issue has been delayed. Since that time, I <br />forwarded your response letter and MCC's first and second quarter <br />1995 compaction reports to Jim Pendleton. He provided me a memo <br />dated August 31, 1995, which is provided for your review. <br />To summarize Mr. Pendleton's comments, he believes that a problem <br />did exist with the compaction testing and results, but has been <br />solved through our exchange outlined above. He believes that the <br />evidenced stability of the lower refuse pile provides confidence <br />that past compaction has probably been effective, and only the <br />documentation has been problematic. <br />The Division recommends in order to assure that future compaction <br />testing and control will be successful, MCC should do the following <br />items suggested in Mr. Pendleton's memo to me.
