III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made dunng <br />the inspection Comments also describe any enforcement actions taken dunng the rnspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Carbon Junction Mine for the month of October, 2003. Due to <br />federal inspections at other sites, this complete inspection closely follows 3rtl quarters report. <br />Availability of Records: With the exception of no NPDES discharge quarterly report for pond 1 and the <br />main entrance sign, the records were satisfactory, see page 5 of this report for details. <br />Roads: Roads have detenorated since reclamation activities ceased along with everything else. <br />Hydrologic Balance: All ditches. culverts and ponds were inspected. Both ponds were dry and <br />appeared stable and were not discharging. All culverts were clear and capable of functioning as <br />designed. The rock check dams leading down to pond 2 sell require a significant amount of maintenance. <br />Backfilling and Grading: Due to the Cease and Desist order for the gravel operations all reclamation <br />work has come to a complete halt. Four corners was adwsed lo'vent" the dam created by the salvaged <br />topsoil. pile nn the waste pile Backfill on the north pit area is eroding away as seen on the picture below. <br />General Mine Compliance: Since the problems between Oakridge Energy and the gravel company have <br />occurred. there is nn longer an on-sde representative and no one to fix any raintenance problems <br />observed. Additionally, the sign is vul of date as to a pout of cort,:ct and phoney numbers .ur,l a.1^.resse5 <br />are obsolete As noticed previously all problems associated with the reclamation and site <br />deficiencies must txt corrected by October 31 2003 or numerous violations will be written <br />7 .rte " 7, <br />_s,• ` - ~_ <br />-= ~. - <br />= ~ v. <br />
