III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />Deep snow inhibited physical access to the site. The site was inspected by direct observation from <br />Routt County Roads 27, 29, 44Z, and 179, and State Highway 131. <br />ROADS <br />The main access road to the Oak Creek facilities area has been interdicted by work on the railroad <br />crossing. Barrier poles are still in place. There is still access to the Oak Creek areas via the north <br />entrance of the Old Tipple road. Deep snow prevented wheel vehicle access. Snow mobile tracts <br />indicate recent snowmobile traffic on the Old Tipple road. <br />HYDROLOGIC BALANCE <br />No overland surface flows or pond discharges were seen from observation vantage points. Drainages <br />and the check dams of the string-of peazls were covered with snow. <br />BACKFILL AND GRADING <br />A small amount of grading is currently required at the facilities azea adjacent to Oak Creek to complete <br />the requirements of the reclamation plan. There has been no activity on this reclamation. <br />SUPPORT FACILITIES <br />An office building and associated parking area in the Oak Creek facilities area still remains on site. <br />There was no sign of change in condition. <br />TOPSOIL <br />A small storage pile of topsoil is retained for the remaining reclamation of the of the facilities area in <br />the vicinity of Oak Creek. <br />C-1980-001 CP Inspection 5 December 2006 page 3 of 4 pages <br />
