III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments <br />also describe any enforcement actions taken during the inspection and the facts of evidence supporting the enforcement action. <br />Carry-over Items of concern: None. <br />HYDROLOGIC BALANCE: There was some light rain during the inspection, and had <br />been some earlier. However, although the surface of the ground was damp, no <br />overland runoff was observed. Streeter Pond (001) discharge was clear and the <br />structures was in good shape. Gulch A (004) was in good shape. There was no <br />discharge from Prospect (007) pond and it was in good shape. The Gossard Loadout <br />Pond structure was in good shape, but showed some deltas of coal fines at the <br />inlets. The Rait Loop Pond structure was in good shape and there was no discharge. <br />The Gossard Loadout area ditches were functioning as designed. <br />BACKFILL & GRADING: Overburden and inter-burden was being hauled from the <br />West Pit and backfilled into the East and West Pits. A hot spot was noted in the East <br />Pit backfill. Backfill plans were discussed, and Colowyo intends to submit TR-56 <br />responses to the Division within a week. <br />GENERAL MINE PLAN COMPLIANCE: Operations were in compliance. Overburden <br />and interburden was being taken from the West Pit by shovel-truck operations and <br />being placed in both the East and West Pits. Dragline backcasting was underway in <br />the West Pit. Coal was being taken from the West Pit by drill and blast, front-end <br />loader, and truck haul. Coal was being taken by highwall mining in the East Pit, front- <br />end loader, and truck haul. This coal was being hauled to the primary crusher (or the <br />primary crusher coal stock pile) and then to the Gossard Rail Loadout. High-wall <br />mining has progressed approximately a third of the way (west to east) across the <br />East Pit in the E Seam. There was no activity in the Section 16 Pit. <br />Colowyo has expanded the use of GPS technology into their blast layout and <br />drilling. Drilling patterns are transmitted to drill rigs, and operators use GPS location <br />methods to position their drill over the hole location. Depth and angle of drilling is <br />also provided to the driller. The system logs information on depth and drilling <br />conditions, by which Colowyo gains additional information on the geology of the <br />strata drilled. Pictures were taken. These pictures will be transmitted to the operator <br />electronically, and will be place on file at the Division. <br />FISH & WILDLIFE: Elk were observed on the East Pit reclamation. <br />EXCESS SPOIL & DEVELOPMENT WASTE: No work had been accomplished on the West <br />Pit Excess Spoil Fill. <br />SPECIAL CATEGORIES OF MINING: As noted above, highwall mining is underway in <br />the East Pit. <br />C-81-019.
