III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection by Kent Gorham of the Colorado Division of Minerals <br />and Geology. This former, contour strip operation is bond revoked. Inspection <br />frequency is quarterly, with one complete inspection each year. Ground conditions <br />on this day were very dry and the weather was hot. <br />Roads <br />The road leading back into section 22 remains very rough due to rutting damage <br />done in the spring. It remains passable at this time. A "For Sale" sign was <br />noted at the turn off of the county road. It is not clear if this sale will <br />include any portion of the reclaimed mine site. <br />Hydrologic Balance <br />Ponds around the site held small volumes of water. The water in the ponds was <br />clear, indicating dry conditions for some extended period of time. <br />Revegetation <br />Vegetation at the site is sparse due to heavy grazing pressure and apparent <br />drought conditions. A few cattle were observed on the reclamation in Section 22. <br />Section 22 reclaimed contour areas were found in decent condition given the poor <br />vegetative cover. Excessive erosion does not seem to be a significant problem at <br />this time. The reclaimed area of ponds 15-P10 and 15-P1 are nearly devoid of <br />significant vegetation. The lack of fencing of adjacent lands would seem to <br />indicate that overgrazing is an almost certainty. <br />Overall, the site is in poor to fair condition. <br />3 <br />
