III. COMMENTS -COMPLIANCE <br />Betow are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This is an aerial inspection conducted from photos taken on 21 November 2006. <br />All roads were clear and appeared in good condition. <br />Pond RP-2 contained some water in both the main pond and the two pre-cells. The <br />dam was stable with no signs of cracking or leakage visible. Pond RP-4/5 also <br />contained some water and the embankments were stable. The ponds around the <br />emergency discharge tower were dry and the embankments appeared stable. <br />Pond DP-1 contained water and the structure appeared stable. There were no <br />problems or compliance issues noted from the ponds. <br />The waste piles appeared stable. There was no sign of erosion away from the piles <br />and no water accumulated on the piles. <br />No subsidence features were evident from the air photos. <br />There were no problems noted on the air photos and no compliance issues. <br />
