This inspection was conducted in response in response to a report from the Weld Counfy Department of <br />Public Health and Environment that a diesel oil spill had occurred on the site on or about December 7, 2002. <br />Present at the inspection were Kate Pickford, DMG, and Cindi Etcheverry, WCDPHE. Attempts to contact the <br />operator prior to the inspection were unsuccessful. Weather at the time of inspection was clear, calm, and <br />approximately 30 degrees. <br />2. The area at the site, which was originally affected by the spill, appears to have been excavated and filled <br />in. The excavated material is stockpiled to the south of the spill area. The stockpile, contaminated material has <br />an earthen berm around it, but evidently no liner below the stockpile. The material in the area that was <br />excavated and backfilled possesses a strong odor of diesel fuel, just below the surtace material, and appears <br />moist. It appears that if clean material was used to backfill the excavated area, the contaminated, stockpiled <br />material piled upslope of the spill area is draining into the ground and seeping back into the original spill area. <br />The pond adjacent to the spill area had a thin layer of ice at the time of inspection. No sheen was observed <br />on the pond surface during the inspection; however, Ms. Etcheverry advised that when she had inspected the <br />site on 12/16/02, she observed a sheen on the pond surtace, especially near the boathouse on the western <br />edge of the pond. <br />3. According to Ms. Etcheverry, the pond adjacent to the spill area overflows to another pond if the pond level <br />is high, and the second pond subsequently drains into the Cache LaPoudre River.
