III. COMMENTS -COMPLIANCE <br />OC #2 Mine C-80-002 <br />27-29 June 2005 <br />Below are comments on the inspection. the comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the OC #2 Mine conducted by Jim Stark and Dan <br />Mathews of CDMG. The permit for the OC #2 Mine has been revoked. The weather <br />was warm and sunny and the ground was dry. This inspection was primarily <br />dedicated to doing year-nine vegetation sampling at the site. <br />Roads: The remaining, permanent road was stable at the time of the inspection. <br />There was no rutting and no erosional problems were noted. Most of the road has <br />filled in with vegetation as a result of not being used. <br />Hydrologic Balance: The remaining pond was dry at the time of the inspection, <br />although there were signs that the pond contained water in the past. The pond <br />embankment was stable and well vegetated and no signs of cracking or erosion <br />were seen. No erosion problems were noted on the embankment at the time of the <br />inspection. <br />Backfilling and Grading: The reclaimed portal area appeared to be stable at the <br />time of the inspection. No cracks were seen in the backfill. No erosional problems <br />were observed in the reclamation. <br />Revegetation/Reclamation Success: The primary reason for this inspection was to <br />perform year-nine vegetation sampling at the site. Both cover and production were <br />sampled. A sampling grid was set up at both the portal and pond/topsoil stockpile <br />area with 30-foot spacing between grid lines. In all, 73 transect points were sampled <br />(with 47 at the portal area and 26 at the pond/topsoil pile area). The preliminary <br />(raw) data shows that the portal area has a cover of 26.2%, the pond/topsoil area <br />has a cover of 41.2% and, overall, the site has a cover of 31.5%. The data will be <br />analyzed to give a statistical average and the production samples will be dried and <br />weighed. A detailed report will then be prepared. <br />
