As you are now aware we filed an amendment to this mining operation on July 21, <br />1997. This amendment may have addressed some of your observations, particularly the bonding <br />and reclamation issues concerning bank sloping. I will supply a short response to the <br />observations in the order presented and then explain what we have done on the problems. <br />OBSERVATIONS <br />• As you noted Phase 2 is nearly mined out. That is why we have amended the permit to <br />increase the size of the mine and extend its life. The amendment also takes out the <br />Staging/Phasing part of the plan so the site can be mined more efficiently and the islands <br />were removed from Phase 1 because we did not have the material to wnstruct them. We <br />began grading and shaping on the slopes shortly after your inspection and are nearly <br />finished on the north, east and south areas. The west side sloping will be done by the <br />end of the month. Topsoiling on the slopes that will not be disturbed later will be <br />completed by the end of the year. <br />• We prepared a new bond calculation work sheet as part of the amendment. This estimate <br />included the cost to dewater the lake, slope the highwall and resod the area. Review of <br />that document in the amendment submittal will help address this observation. The <br />removal of the phasing is accomplished by limiting the amount of area that can be <br />disturbed at any one time. <br />• Please see the amendment submittal and the response above. <br />
