\+ <br />(Page 21 • <br />MINE ID # OR PROSPECTING ID # M-82-090 <br />INSPECTION DATE 7.9-97 INSPECTOR'S INITIALS SSS. HHP <br />OBSERVATIONS <br />This was a partial inspection of the Camp Esird Mine conducted primarily to familiarize the Division's Durango Field Office inspector <br />with the site before beginning review of a revised reclamation plan that the operator is proposing to submit. <br />The mine was discharging a large volume of water from the portal. The discharge is clear and does not exhibit any signs of acid <br />mine drainage, though the waste rock doers contain appreciable amounts of pyrite. All discharge was being routed through the <br />sediment pond, which the operator indicated was being sampled as required by their NPDES permit. <br />Current reclamation taking place is the di::mantling of the snowshed/machine shop. <br />The No. 14 Level portal is partially caved which makes the workings nearly inaccessible at this location due to the high volume of <br />water discharge. <br />All tailings ponds, historic and permitted were exhibiting signs of wind erosion. Tails have been blown doun the tailings dam face <br />to the waters edge of both Sneffels creek .and Canyon Creek. It is probable that these tails are being blown into these creeks and <br />also carried away by high flows during spring runoff each year. This issue has been a constant problem as indicated in past <br />inspection reports. The operator must stabilize these tailings this field season. If plans to accomplish this task will require a revision <br />to the approved permit, the a revision submittal will need to be received by the Division as soon as possible to allow for application <br />review time and implementation time. Temporary stabilization measures such as a tackifier may be neccessary to minimize erosion <br />this year while permanent stabilization plans are considered. <br />Revegetation test plots on the tailings seem to be fairing well aside from being buried by wind blown tails. It is unclear why <br />reclamation of the tailings ponds, using the apparently successful test plot methods, has not yet occurred. <br />Current site maps and past inspection reports indicate that portions of the outstope of the east tailings dam are sleeper than the <br />permitted 2:1 and will need some uphill pushing of material to attain the approved grade. This problem will need to be addressed <br />before final stabilization of this pond can occur. <br />The operator has indicated that a revision 'to the reclamation plan is about to be submitted to the Division. however, submittal of <br />this plan was to take place in mid April of 1997 which could have provided for use of the entire 1997 field season for <br />implementation of reclamation plans. Unfortunately, half of the season is already past and a plan has not yet been submitted. Camp <br />Bird Colorado, Inc. needs to be aware that reclamation plans are to be completed within five years of the start of final reclamation. <br />Since records indicate that final reclamation began in early 1994, this site will need to be fully reclaimed by spring of 1999, leaving <br />only the field seasons of 1997 and 1998 to complete the work. <br />I & E Contact Address <br />NAME Scott Butters <br />OPERATOR Camo Bird Colorado.
