Therefor $291.6 's assessed. <br />3. Fault <br />Negligence fits this violation rather than recklessness. The road crossing <br />~ _S Ditch C and the drainage system around the refuse pile were not noted in <br />• ~~\ previous inspections. However, deepening and cleaning of Ditch I was noted <br />in inspection reports since Octet hem 15, 1980.
