with true topsoil that is stripped from areas as they become affected. In fact, if such mixing could occur with
freshly stripped topsoil and then placed soon thereafter on areas being reclaimed, it may yield the best results. But
stockpiling all topsoil as it is encountered for later use is important. Please remember to place all topsoil out of the
way of deterioration from traffic, contaminants, and erosion and seed it to protect it. I have one last question:
What is a labeled topsoil pile doing at the switchback on the access road below the permit area? It should be
moved up to an appropriate location in the permit area.
Fuel Storaee
Thank you for handling the fuel storage issue. I will watch for all storage to be up at the mill, eliminating the
chance for leaks. Please be attentive to careful transfer, and to clean up spills in a timely manner.
Thank you for your expressed interest in keeping this DMO operation in compliance. I look forwazd to working
with you and Mr. Baca as the Incas Mine and Mill operation becomes "your own." Please do not hesitate to contact
me or the other staff at this office if you have questions or concerns about this letter or the permit in general. I may
be reached at the Division's Durango field office: 701 Camino del Rio, Room 125, Durango, CO 81301;
telephone 970/247-5193 or fax 970/247-5104.
Sincerffely, /
~~~i `~
Bob Oswald
Environmental Protection Specialist
A:~incas pb new oper/rco
