III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />crossing. Under the approved reclamation schedule, the entire project is to be completed by <br />the end of the first quarter 2004. <br />Fish and Wildlife <br />The same two horses mentioned in the October report were observed on the slope of <br />CRDA-1. The operator was reminded to contact BLM to have the horses relocated. It is <br />important that the horses be moved before grasses initiate growth in March/April. <br />Revegetation and Reclamation Success <br />Due to seasonal constraints, these issues were not closely evaluated. One item of note <br />pertains to the shadscale and greasewood reference areas. Both reference areas have been <br />surveyed and temporarily staked in the field. Minor boundary adjustments were made to <br />the shadscale reference area to avoid disturbed areas, and similar adjustments were <br />discussed with the operator regarding the greasewood area. The reference area was initially <br />established in 1999. Since that time, mine operations ceased and it is evident that the <br />location has received significant use by the public as a target range. There is a well-worn <br />two track pull-off from the adjacent Coal Canyon Road. Current boundary markers will need <br />to be pulled in to eliminate the turnout from the reference area. Possible expansion of the <br />area may be possible, and will be assessed. Measures may be warranted to curtail use of <br />the area by the public. Upon finalization of the reference area boundaries, the operator will <br />submit a minor revision to update the boundaries on appropriate permit maps, and <br />permanent boundary markers will be installed. <br />3 <br />
