III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This aerial inspection was flown on November 8, 2000 by Harry Ranney of the Colorado DMG. <br />No compliance problems were observed during the overflight. Due to field inspections, the <br />digital images were not reviewed until November 20, 2000. Joe Dudash of the DMG did the <br />review. There was some snow on the ground at the higher elevations. <br />Reclamation <br />Earth moving reclamation operations have begun at the west mine portal bench azea. An <br />excavator, bulldozer and a compactor were on site. The cooly base was being bulldozed toward <br />the portal cut azea. Silt fence was up on the bench outslopes for sediment control. <br />Facilities <br />The operator is dismantling structures at the east mine. The crvsher\screener bench is being used <br />as a staging azea for the shipping out of mine material. <br />A train was being loaded at the train loadout. There were no problems with fugitive dust that <br />could be observed. <br />Hydrology <br />There was a fair amount of water at the west mine pond, although the water level was still <br />several feet below discharge. There was a small amount of snow and snowmelt in ponds 1, 2, 3 <br />and 4 and the west ridge waste pile pond. <br />Slope Stability <br />There were no signs of geotechnical instability at any of the cut and fill slopes and at the west <br />ridge waste pile. <br />c:\ms97\bowie l\insp 1100 <br />
