S
Honeywood Coal Co. (HCC1
95 Whitebridge Rd., #404
Nashville, TN 37205
C-078-91
Hamilton Mine
8/23/94
Complete inspection
Mitchell S. Rollings, 370, OSM
Harry Ranney, Colorado Division of Minerals and Geology (DMG)
Dave Anders, HCC
This was a complete, random sample, oversight inspection. The mine site is no
longer active and backfilling and grading has been completed. Topsoil has been
respread on the disturbed areas. The site was seeded about a year and a half
ago, but revegetation efforts, for the most part, do not appear to have been
successful.
The DMG permit was issued 2/10/92 and expires 2/10/97. The original bond
was established at 5616,000 by DMG and 5650,000 was posted by HCC. The
site has received a phase 1 bond release; 5497,226 was released. The bond is
a letter of credit with First American Bank of Nashville. There were 677 acres
permitted; 111.2 acres were disturbed by mining activities. The phase 1
release was on 90.2 acres with the remaining acreage being permanent roads.
The NPDES permit is COG 850024 and expires 6/30/97. Liability insurance is
in effect for the period 3/26/94 through 3/26/95.
The haul roads were certified 7/31 /92. The two ponds, Ponds A and B, were
certified 5/5/92. Ponds were last inspected 6/22/94. The last blasting records
were from 6/3/93.
Backfilling and grading of the site to approximate original contour appears to
have been well done. The contours blend in well with the surrounding terrain.
As stated above, the revegetation efforts have not been successful. The
disturbed areas were mostly annual weeds. However, the cover out there has
successfully prevented erosion. Mr. Ranney stated that DMG wants to wait,
probably until the spring, before it requires HCC to reseed the entire area.
Questions arose during the writing of this narrative about the release of the
bond. Mr. Ranney was contacted and he explained how the figures were
calculated. (report amended 9129/94)
