III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a complete inspection conducted by Joe Dudash of the Colorado DRMS. No one represented the <br />operator during the field inspection. Bill Bear represented the operator during the records check. <br />Road <br />The paved entrance road was covered in snow and ice. The bridge was snow covered. <br />Sins and Markers <br />The mine ID sign and post were an the ground at the top of the hill. Surface disturbance markers were up around <br />the site. The "no trespassing" sign was up on the mine site gate. <br />Facilities <br />Most of the mine site was covered in snow, from a few inches deep in the flat facilities area to a couple of feet <br />deep on the hillside. There was considerable melting taking place in the flat facilities area so the bare ground <br />was very muddy. The gate at the mine site entrance was locked. There was nothing new with the mine office. <br />Hvdroloev <br />The sediment pond was covered in snow. The gate on the primary discharge tube was closed. The emergency <br />spillway was functional The pond embankment was covered in snow but there were no signs of instability. The <br />collection ditch leading into the north end of the sediment pond was snow covered but appeared to have <br />sufficient capacity. <br />About half of the spring water treatment pond was covered in ice, The water/ice level in the pond was only <br />about three inches below the horizontal pipe. The pond was discharging the usual orange colored water at a rate <br />of about 20 gpm. The orange colored water has been shown to be in compliance. <br />The spring coming out of the hillside was flowing into its defined channel. The temperature of the water was <br />101 degrees Fahrenheit at a point about 10 feet below the origination point in the hillside. The air temperature <br />was about 46 degees Fahrenheit. The water was orange in color. The caps were on both of the alluvial welts. <br />Reclamation <br />The reclaimed road along the hillside was covered in snow but appeared to have no stability problems. There <br />was scattered snow on the cliffface above the bench, except for a completely snow-free section above the <br />reclaimed west portal area. This may be due to snow melt from the thermal event in the mine.
