Pugh, OSM <br />Daniel Hernandez, DMG <br />Weather: Sunny and cool <br />No snow cover <br />This permit contains 38 acres of bonded land with 7.11 acres <br />disturbed in the mining process. The application for bond <br />release was for 6.23 acres. The Haulroad is to remain as a <br />permanent access road to adjacent properties. This road <br />appeared to be well maintained. The sediment pond is to <br />remain as a permanent stockpond. At the time of inspection a <br />Notice of Violation (NOVj C-93-146 was in effect for failure <br />to maintain the sediment pond. Remedial measures required the <br />accumulated sediment be removed and this had been partially <br />accomplished. Since the inspection it has come to my <br />attention that all the sediment has been removed and the NOV <br />terminated. <br />The mined areas had been regraded to the approximate original <br />contour and topsoiled. The final graded surface was very <br />rough, very rocky and not in an ideal seedbed condition. <br />According to information obtained from the DMG, regrading <br />occurred in the late winter or early spring of 1993. The <br />application for bond release was made in May 1993. DMG has <br />indicated that the operator had seeded the reclaimed slopes on <br />October 18, 1993 but was waiting until after the regrading was <br />approved before applying mulch. Apparently the seed has not <br />germinated since there was.rvegetation on the regraded slopes <br />at the time of inspection."'O <br />A drainage ditch has been reestablished and all drainage is <br />collected and diverted into the pond except for the reseeded <br />and mulched area where the topsoil was stockpiled. The <br />drainage control system for the topsoil stockpile area has <br />been removed after approval of an appropriate small area <br />exemption demonstration. <br />The site appears to meet the requirements for Phase I bond <br />release. <br />3 r,1.3 <br />
