CO 80202 <br />Dear Mr. Schreiner: <br />RECEIVEp <br />JAN 2 5 1998 <br />... ,~ :NineralS & Geology <br />Thank you for forwarding copies of four Mineral Program Inspection Reports issued by <br />the Colorado Division of Minerals and Geology on October 1, 1997, for Lightweight <br />Aggregate Mine/Westem Aggregates; Conda/McKay Bluestone PidWestern Aggregates; <br />Rocky Flats Pit/Church Ranch; and Church Pit/Lakewood Brick and Tile Company. <br />Each of the Mineral Program Inspection Reports includes the observation that infestation <br />of diffuse knapweed at the mining sites either is a problem or may become a problem in <br />the future. The Inspection Repons indicate that each mining operator must submit an <br />application for a technical revision to the mining permit to address the control of diffuse <br />knapweed and any other weeds. <br />The Department of Energy (DOE) is the surface owner of property at the Rocky Flats <br />Environmental Technology Site (Site), which is both above and adjacent to the mining <br />sites that are the subject of the Inspection Reports. As a surface owner and adjacent <br />property owner, DOE would appreciate the opportunity to review these and any future <br />proposed permit revisions that are submitted to your office. The DOE would also like the <br />opportunity to comment on proposed permit revisions. In this regard, it would be useful <br />if your office could provide the undersigned with copies of the permits that are the <br />sut~ject of the Inspection Reports, so that DOE can assess the potential impacts of <br />proposed revisions. The DOE would also like the oppoRunity to be present during all <br />inspections of Site subsurface or adjacent mining operations. <br />With regard to the Site's own weed control efforts, the DOE Rocky Flats Field Office <br />(RI~FO), through its contractor, Kaiser-Hilt Company, L.L.C. is applying an integrated <br />weed control program within the Site buffer zone which includes the application of <br />herbicides. The RFFO intends to cooperate with nearby landowners in controlling <br />
