III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any enforcement <br />actions taken during the inspection and the facts or evidence supporting the <br />enforcement action. <br />This was a complete inspection conducted by Tom Kaldenbach and Jim Stark of the <br />Colorado Division of Minerals and Geology. Jim is taking over as lead specialist <br />for the Loadout as of 5/1/Ol. John Weinman of Montgomery Watson represented the <br />operator during the inspection. <br />The Loadout resumed active status in summer 2000 for the purpose of functioning as <br />a load-in (coal brought in by rail would be transferred to trucks and hauled to the <br />Hayden power plant). No coal transfer operations have occurred yet, and changes to <br />loading facilities approved in TR-OS have not been made. The loadout has been <br />minimally used for parking and refueling a haul truck. The two entrance gates were <br />locked upon inspection, and no one was at the site. <br />AVAILABILITY OF RECORDS <br />All required records were available at the Montgomery Watson office in Steamboat <br />Springs. The records checklist is attached. <br />SIGNS AND MARKERS <br />Mine entrance signs, permimeter boundary markers, stream buffer signs, and topsoil <br />markers were properly displayed. <br />ROADS <br />The Tie-across Haul Road was in good shape. The access road in the office area and <br />Haul Roads 1 and 2 were in good condition. <br />nnr.nraCE <br />Sediment Control Ponder - The water level in the truck loop pond (Pond 1) was about <br />one foot below the top of the drop inlet. The rail loop pond (Pond 2) was a few <br />feet below the trapezoidal spillway. Both ponds' inslopes and embankments appeared <br />stable, were not gullied, and had sediment markers in place. <br />Ditches - The following ditches appeared to have design capacity: the perimeter <br />ditch and collection ditches in the truck loop area, ditch 7, and the ditches <br />beneath the conveyor where the sump pump drains. The west end of Ditch 9 (at the <br />entrance gate) needs re-shaping as a result of snow plowing partially filling it <br />in. The ditch is capable of functioning, though. <br />Culverts - Culverts beneath the conveyor (LFC-3, 4, and 5) were in good repair at <br />their inlet and outlet ends and were clear. Culverts LFC-1 and LFC-9 are clear and <br />display no scouring at either end. <br />mopsoiL <br />Topsoil stockpiles 1 and 2 were well-vegetated and appeared to not be excessively <br />eroded. <br />
