,. <br />reclamation shall be offered for trade of azeas to "square-up" the remainder of the permit area <br />for more efficient operations. <br />An interesting note is that the placement of the permit area boundary sign in the mid-section <br />of the north boundary was approximately 4(1 feet south of its correct position, apparently to <br />leave an un-mined margin for the extraction crew. The correct re-location of that sign shows <br />a slightly more advantageous condition for slope reduction, partially by cudtill methods and <br />additionally by backfilling with overburden. The upcoming T-R shall address those <br />processes. <br />Dort Item 3. A slight revision in the Mining Plan may affect your computations for <br />an updated calculation of reclamation costs. We would urge you to await the revised mining <br />plan in the upcoming technical revision before revaluating those costs. We shall be working <br />closely with you to that effect. <br />Report Item 4. Most of the topsoil from the pre-permit area of the site was gone long <br />before Nielsons, Inc. acquired a lease on the site and began permit & mining operations. No <br />doubt at that pre-permit time it was sold off site or just mixed in with the stockpiled <br />overburden. More recent post-permit operations saved available topsoil, most of which was <br />utilized in topsoiling the north west portion of the site, which has been final-sloped, topsoiled <br />and re-vegetated for final reclamation. Current operations last year and this year salvaged <br />available topsoil, which was unceremoniously stockpiled up against the north easterly portion <br />of the old historic overburden pile. Additional overburden was added to the overburden pile, <br />separately from the topsoil. Clean-up operations this past week from this year's extraction <br />and processing operations have better segregated the overburden from the new topsoil, which <br />is now isolated along the east permit boundary. We have photos coming to demonstrate <br />those operations too, which shall be addressed in the up-coming T-R. <br />Renort I[em 5. Musk thistle apparently has been sprayed by the landowner, at least in <br />the reclaimed west field. The wilting effect from the spray is appazent this week. Re- <br />vegetative growth of the formerly un-irrigated portion of that site (west of the drainage) is <br />now prolific since late season irrigation has been started. The landowner was conserving <br />irrigation water pending the suspected shortage of irrigation water for this season. The bind <br />weed is now being crowded out by new growth. We shall be evaluating the need for a more <br />rigid weed control program., and shall include it in the up-coming T-R. <br />Unclassified Observations Silt fence azound the perimeter of the southeast <br />overburden stockpile was inspected at the time of the semi-annual Storm Water periodic <br />inspection at the site and was found to be actively effective in arresting the prolific erosion <br />from the outside slopes of the overburden pile. Your report of needed maintenance in that <br />quarter shall be thoroughly investigated, and remedial action taken as needed. If the permit <br />
