(Page 2) <br />MINE ID # OR PROSPECTING ID #: ~~-t9A5-tns <br />INSPECTION DATE: 11-18-(15 INSPECTOR=S INITIALS: inn <br />OBSERVATIONS <br />This inspection was for the purpose of monitoring Lincoln County's compliance with the permit (amended in <br />2000), the regulations and the Act. Don Blake, Lincoln County Land Use Administrator, was present for the <br />inspection. <br />The extraction area, for this 9.9 acre permit, is in the channel of normally dry Pond Creek. The operator agreed <br />in the 2000 amendment of the permit to place a sediment control structure on the downstream side of the <br />excavation to prevent sedimentation downstream. However, the structure has been built on the upstream side <br />of the excavation. The result is the same, so this is not considered a Problem. The reclamation plan for this <br />operation includes reducing slopes to no greater than 3:1 and re-vegetating the site to rangeland grasses. The <br />sediment control structure should be removed prior to final reclamation. The excavation area is within the <br />permit affected land boundary, which is adequately marked with steel fence posts. The permit is identified <br />with a proper sign. Recent extraction has taken place in the NW portion of the permit area. There is a relatively <br />large stockpile of pit run material in the bottom of the pit. <br />Most of the pit perimeter has been sloped to the required reclamation grade. A small area of the slope in the <br />SW corner has been re-vegetated. There is a small amount of standing water in the pit bottom. The water <br />appears to be recent snowmelt. The county is cautioned that, upon final reclamation of the site, there should <br />be no impounded surface water or exposed ground water without the proper changes to the permit and the <br />necessary approval/s from the State Engineer's Office. <br />Topsoil has not been salvaged.
