INSPECTION REPORT - PAGE 2
FILE N0. M-77-348
DATE: January 30, 1986
OBSERVATIONS OF IMPORTANCE:
1. Topsoil is stockpiled next to active drilling of E band material.
2. Spoil rock and fines are piled on top of topsoil near active mining of A
band material.
RECOMMENDATIONS:
Your reclamation plan is very vague about how you are going to handle topsoil
at the quarry. We would appreciate a technical revision to the mining and
reclamation plan within 60 days, which addresses methods of handling,
stockpiling, and preservation of topsoil. This technical revision should
include amounts of topsoil available, locations of stockpiles, methods to
prevent topsoil contamination by spoil material, methods to prevent wind and
water erosion of long term stockpiles, and methods of replacing top~~oi1 at a
minimum. The Division is very concerned about topsoil salvage at tfris
operation due to its nature and size.
The staff has discussed several ideas concerning handling and preservation of
your topsoil resource and would recommend that you meet with me at MLRD
offices to discuss these ideas prior to writing the technical revision.
/tmb
Doc.
